When a merchant has Valid FFL then it allows the merchant to buy and sell firearms commercially across state lines. Merchants who have FFL can perform background checks through NICS (also called the National Instant Criminal Background Check System). Merchants can also Receive firearms shipped from other FFLs. Only FFL approved merchants can transfer firearms to customers, and yes, they must complete the form 4473. Another benefit of an FFL is that such merchants may also engage in gunsmith business via the Type 01 license. With Type 07 merchants can manufacture firearms for commercial sales.
